Tamil Nadu Public Service Commission (TNPSC) has had a glorious past of 75 years. During 1923, the Lee Commission had recommended setting up of a Central Public Service Commission in India, but it did not give much thought to the need of establishing similar commissions in provinces.

It was left largely to the discretion of provincial Governments to recruit and exercise control over their Services, as they thought proper. As a result of the discretionary powers left to provincial Government, the Government of Madras and Punjab proposed to set up their Public Service Commissions.

The Madras Service Commission thus came into being under an Act of the Madras Legislature in 1929. Madras Presidency had the unique honour, of being the only province in India to establish the first Service Commission. The Madras Service Commission started with three Members, including the Chairman. After re-organisation of States in 1957, several Commissions were constituted. The Madras Service Commission became Madras Public Service Commission with headquarters at Madras in the year 1957. During 1970, when the name of the State was changed into Tamil Nadu, the Madras Public Service Commission automatically became the Tamil Nadu Public Service Commission (TNPSC).

In view of its important and impartial function, Public Service Commissions rightly find a place of pride in the Indian Constitution. Articles 16, 234, 315 to 323 deal with various functions and powers of the Public Service Commissions. The working of Tamil Nadu Public Service Commission is also regulated by Tamil Nadu Public Service Commission Regulation, 1954 and the TNPSC Rules of Procedure.

TNPSC releases first-ever calendar of recruitment

Annual planner will cover period from April 1 to March 2013

Releasing the first ever annual calendar of recruitment by Tamil Nadu Public Service Commission, its chairman R. Nataraj said on Tuesday that technology would be leveraged to ensure transparency in the selection process.

The annual planner details the process from notification of vacancies to the examination dates and sets a deadline for publication of results.

In the period covered by annual planner – April 1 to March 2013 – the commission would conduct recruitment for an estimated 8,500 vacancies from village administrative officers to Group-1 service posts. In the same period, a backlog of about 7,000 vacancies would be filled, he added.

Mr. Nataraj told reporters that the objective was to complete the recruitment process within a timeframe and candidates would have a chance to peruse answer sheets online to clear any doubts about marks secured. The recruitment process is expected to be complete in three months from the date of closing of notification for written examinations; six months for written examinations with interview and nine months for a three-tier system under which candidates would write preliminary and main written examinations followed by an interview, he said.

Secure environment

As the system of examination was the same as before, the commission would focus on supervision and strict monitoring at all levels to curb malpractices. Already, webcams were being used in examination centres and new software would provide a totally secure environment, Mr. Nataraj said.

Highlights of Economic Survey 2011-12

Following are the highlights of Economic Survey 2011-12 :

• Rate of growth estimated to be 6.9%.  Outlook for growth and stability is promising with real GDP growth expected to pick up to 7.6% in 2012-13 and 8.6% in 2013-14.
• Agriculture and Services sectors continue to perform well. 2.5 % growth in Agro sector forecast. Services sector grows by 9.4 %, its share in GDP goes up to 59%.
• Industrial growth pegged at 4-5 percent, expected to improve as economic recovery resumes.
• Inflation on WPI was high but showed clear slow down by the year-end; this is likely to spur investment activities leading to positive impact on growth.
• WPI food inflation dropped from 20.2% in February 2010 to 1.6% in January 2012; calibrated steps initiated to rein-in inflation on top priority.
• India remains among the fastest growing economies of the world. Country’s sovereign credit rating rose by a substantial 2.98 percent in 2007-12.
• Fiscal consolidation on track – savings & capital formation expected to rise.
• Exports grew @ 40.5% in the first half of this fiscal and imports grew by 30.4%. Foreign trade performance to remain a key driver of growth. Forex reserves enhanced – covering nearly the entire external debt stock.
• Central spending on social services goes up to 18.5% this fiscal from 13.4% in 2006-07.
• MNREGA coverage increases to 5.49 crore households in 2010-11.
• Sustainable development and climate change concerns on high priority.

Lieutenant General Bikram Singh will be the next Chief of the Indian Army

Eastern Army Commander Lieutenant General Bikram Singh will be the next Chief of the Indian Army. He will succeed General Vijay Kumar Singh, who retires on May 31. 59-year-old Lieutenant General Bikram Singh, will head the 13-lakh strong force and have a tenure of just over two years till August 2014 from May 31, 2012.

Lt. Gen. Bikram Singh was commissioned into the Sikh Light Infantry Regiment on March 31, 1972 and during the last four decades, he has served in a variety of Command and Staff appointments.

Besides having commanded a Corps in the Northern Command, he served as Deputy Force Commander of the multination U.N. Peace Keeping Mission in Congo. He also served as U.N. observer in Nicaragua and El Salvador during early 1990s.

Lt. Gen. Bikram Singh has studied with distinction at the Defence Services Staff College, the Army War College and the U.S. Army War College, Pennsylvania. He also has an M. Phil in Defence Management from Indore University. He is a recipient of the PVSM, the UYSM, the AVSM, the Sena Medal and the VSM and was one of the Honorary ADCs to the President of India.

India won Women’s Kabaddi World Cup Championship – 2012

India clinched the first women’s Kabaddi World Cup championship title, defeating Iran 25-19 in the final played at Patlipura sports complex at Kankerbagh (Patna, Bihar) on Sunday (March 04, 2012).

In a thrilling encounter, the Indian eves held upper hand throughout the match and led their Iranian counterparts 19-11 at the half time. Cheered lustily by the fans at the jam-packed stadium, the Indian women held out a strong challenge by the Iranian in the second half, on course to a resounding win. Earlier in the day, India outclassed Japan 60-21 while Iran defeated Thailand 46-26 in the two semifinals to set up a summit clash.
